I looked through my pre-computer era notes to see if I had anything about this "army flag".  What I found was this Malaŵi ufe (unidentified flag or ensign) illustrated above.  My notes say that long strips of these flags were visible in TV images of  during the time of the then President Banda.  Could it be the flag of his party?

The flag of Banda's party (the Malaŵi Congress Party) looks quite different, and is the basis for the present flag of Malaŵi. Your UFE is not the army flag.
Crampton's Complete Guide of Flags (1989) [cra89a] has a description of a military flag of Malaŵi which is "Red with a yellow climbing lion above the sun and wavy bars like in the crest". 
It is also not the presidential flag  ... so it remains a mystery!

I used to live in Malaŵi, and I do remember this flag. It was usually printed on hard board and hung on to poles, but I never saw it as a flag as on a cloth! I saw this flag when ever there was a important conference or when former President Banda came driving past. I only ever saw it when President Banda was in power and not after the election of President Muluzi!
