Olsztyn county

Here is a proposal of the CoA of Olsztyn County (Powiat Olsztyński), Warmińsko-Mazurskie vojvodship. The former name of Olsztyn was in German: Allenstein.
Olsztyn County (Polish: powiat olsztynski) is a unit of territorial administration and local government (powiat) in Warmian-Masurian Voivodeship, northern Poland. It was created on 1 January 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat is the Olsztyn city, although the city is not part of the county (it constitutes a separate city county).

The county is subdivided into 12 gminas (five urban-rural and seven rural).
These are listed in the following table, in descending order of population.
Biskupiec, urban-rural commune;
Barczewo, urban-rural commune;
Dobre Miasto, urban-rural commune;
Olsztynek, urban-rural commune;
Dywity, rural commune;
Jeziorany, urban-rural commune;
Purda, rural commune;
Jonkowo, rural commune;
Gietrzwald, rural commune;
Stawiguda, rural commune;
Swiatki, rural commune;
Kolno, rural commune;

This controversial project combines the shields of the new CoA of Olsztyn city, the old CoA of Allenstein (CoA in the Nazi-epoche 1933-1945) and the CoA of Warmian Region. In my opinion this proposal won't be acceptable.
