The flag is white with a red nine-rayed sunburst issuant from the bottom
and a green cross couped centered above it. From the
web
image of the district coat of arms, we can infer that the flag is
unrelated to it, using none of its (plentiful) symbolism.

I’d expect this town to be named "San Toribio" instead,
as usual for saint names starting with a consonant.
