The the plain triband is the bandera nacional, confirmed as the
pabellón nacional by Decree No. 1323 of 31 March 1950.

According to the Peruvian Ministry of External Relations (at
www.rree.gob.pe/simbolos/bandera.htm),
this is the bandera nacional para izar (national flag for hoisting).
Plain red-white-red triband; for use on private buildings, houses, vessels,
factories, etc., on patriotic holidays and as directed by law or special
decree. (See also the other three national flags:
pabellón nacional para izar,
bandera de guerra and
estandarte.)

According to [a8m86] the
flag without arms is used as civil flag and ensign, whereas the
flag with arms is used as
state and war flag/ensign. Both the flag and the arms have been
adopted by law on
25/2/1825.

national day, too. Doesn’t matter how poor a hut is, every building is
flying the national flag.

I received already infos from Peru, including
1 native tribe flag (Muchik), 1 ethnic flag
(Peruvians of japanese orign), and also flags of
some Ministries; Army,
Navy and
Air Force;
Peruvian Diplomatic Academy and
Peruvian Lawyers College.
Unfortunately those infos will be available in my
Bulletin [frp]
only in 2001 (next millenium).
