red flag?

The red color in the bicolored Apurimac flag, described as dark red, is even most dark that the post 1992 version [of the Arequipa flag].

blue flag?

A photo showing the regional council in session at the website of Apurimac region seems to show the coat-of-arms of the region on a blue cloth; but this may not be a flag.
