Description of flag:
The flag's ratio is 3:5. It is a blue over yellow horizontal bicolour.
In its centre is the coat of arms plus a white border. I took the image
of the coat of arms from the Samtgemeinde
(sub)-page). The tinctures of that image however did not fit the flags
colours.
Description of coat of arms:
The shield is divided per pale. The chief shows in a golden (=yellow)
field a red farmhouse with black pilework, a black roof and topped by crossed
black horseheads. The base shows a white swan, red armoured, swimming towards
the dexter side. Note that the white border from the flag is not part of
the coat of arms.
Meaning:
There are many swans in the creeks of the municipality. The farmhouse
is symbolizing that the village is located in Lower Saxony and turns out
the importance of agriculture. The four parts of pilework are symbolizing
the four hamlets from which the municipality was built.
Source: I spotted this flag on 6 October 2007 in Appel in the garden
of "Deutsches Haus"-inn.
*A "Samtgemeinde", also called "collective municipality"
is a combination of several municipalities to an administrative community
in Lower Saxony.
