It is a blue over white bicolour. The ratio between the blue and the white stripe is estimated 6:13. The ratio of flag is probably 5:2. On the bottom end is a black inscription "Luftkurort" (first line) "Bendestorf" (second line). The dividing line of both colours is superimposed by the coat of arms.
Description of coat of arms:
The shield is divided per bend sinister. The dexter chief shows a golden (=yellow) sun with twelve rays in a blue field. The sinister base shows a black millwheel with four spokes and eight paddles above a blue fessy wavy line.
It is said that there exists a similar official flag, but I have no image. This one is obviously made for publicity purposes. I spotted this flag on 12 April 2007.

Municipality of Harmstorf

It is a yellow over white horizontal bicolour with the coat of arms in ist centre. Its ratio is 3:5.
Description of coat of arms:
The shield is divided by a bendy wavy line. The left upper part shows three silver (=white) horseheads in triangular formation (two over one) in a green field. The right lower part shows a blue shield superimposed by a bendy sword in natural colour (silver blade and golden-brown hilt) in a golden (=yellow) field.
I spotted this flag on 12 April 2007 in front of the administration building of the municipality.

Municipality of Jesteburg

The flag has three horizonal stripes: red over white over red. The white stripe has double width. The ratio of flag is 3:5. In the centre of the white stripe is the coat of arms. It is not touching the red stripes.
Description of coat of arms:
In a red field is a silver (=white) castle having two towers, a gate with an open door and a half-down portcullis. The gates base has brickwork and on the base point of the shield there are silver (=white) wavy lines.
It is said, that there existed a water-castle since the early middle-ages in Jesteburg.
I spotted the coat of arms on 12 April 2007.

According to source there does exist neither a hanging flag of the municipality nor any flag of the Samtgemeinde.
