website the flag is coloured red and white:

(2) Das Wappen der Stadt Wuppertal zeigt in Silber, auf zwei goldenen
Garnsträngen stehend, einen nach links blickenden, zweigeschwänzten roten
Löwen, blau bewehrt und blau bekrönt, welcher einen schwarzen Rost hält.

(4) Die Farben der Stadtflagge sind rot-weiß.
Wuppertal is a county-free city (Kreisfreie Stadt).

The flag's ratio is 3:5. It is a red over white horizontal bicolour.
