"In Blau die silberne unbekleidete Glücksgöttin Fortuna mit goldenen Haaren, die mit dem rechten Fuß auf einer goldenen Kugel steht und mit beiden Händen ein vom Wind geblähtes Segel hält."

that is: "in blue the silver naked Goddess of Luck Fortuna, with golden hairs, standing with the right foot on a golden globe, holding in both hands a wind-blown sail".

Explanation: (my summary):
The town was founded by King Christian IV of Denmark in 1617 and received at the same time the coat of arms with the Goddess Fortuna as bringer of luck and namegiver. ("Glückstadt" = City of Fortune)
