On 28 June 2007, "The Cushing Daily Citizen" reported the adoption of the Payne County flag as follows:

"To celebrate Oklahoma's Centennial, a Payne County flag has been created to honor our county, its pioneer and Indian heritage, plus its connection to the State of Oklahoma and the nation. The flag will soon be in production and available for sale. Bonita Warren, member of the Payne County Flag Committee, in a letter stated, "As far as we know, Payne County is the only county in Oklahoma with its own flag."

The flag background is light blue and dark green. The blue represents blue skies and is lighter in color than the blue in the U.S. Flag and in the Oklahoma Flag, designating a relationship but not prevalence over those two entities. The dark green represents our agriculture/forest enterprises. The wagon wheel represents the pioneers who founded Payne County. The peace pipe represents our Native American culture and our connection to the Oklahoma Flag. The star, taken from the U.S. Flag, represents our connection to the nation.

There is a pencil drawing of the flag provided in the source. The flag is divided blue-green by a descending diagonal. A black peace pipe with a green feather is placed along the (imaginary) ascending diagonal, charged with an eight-ray, black wagon wheel and a white star. PAYNE COUNTY is written in black below the charges.
