The seal shows what seems to be a school scene, with a two-story house with
slanted roof on a lawn. Around, on the seal edge, "Seal of the County of Union *
New Jersey" in blue capitals.

According to
http://tvjersey.com/2007/02/shot_in_union_county.php "Union County has
perhaps the only county seal in the nation that features a picture of a woman
getting shot." From
http://www.njstatefilmfestival.com/2006independents.htm "Hannah Caldwell was
a mother and homemaker from Union, NJ who was shot and killed by the British
troops during the American Revolutionary. She is on the the county seal of Union
County."
