While there are no relevant matches of "flag" in http://www.wicomicocounty.org, nor in http://www.wicomicotourism.org/portal, the filename at www.lwvmd.org seems to imply a white flag with the seal on it. I found two versions of the seal: with orange county map on white, as in http://extension.umd.edu/local/Wicomico/images/Wicseal.gif and with white map on yellow at http://www.mdkidspage.org/counties/images/wi3.gif.
