The town's page at www.townofspeedway.org shows the town's flag, but the two stars in the first quarter should be gold. Also, the seal is printed so that it reads correctly on both sides, and the "gold" on the flag is more yellow.
Obviously, the B/W colours of the flag are taken from the checkered flag of auto racing. The symbols on the seal are a spark plug, an atom (Lithium?), and three wheels (probably gear wheels). The circle around the seal reads "TOWN OF
SPEEDWAY INDIANA" "1926", and the ribbon below reads "EDUCATION INDUSTRY PROGRESS"

The atom is just a stylized "Rutherford solar-system" model similar to the logo of Getty Oil; no attempt is there to indicate lithium. If it were, one of the electrons would be further out :-)
