Description of the flag

A ~1:2 white flag with thin (~1/14th of the height) offset cross, golden and heavily fimbriated in black and with a black dashed line on both arms, suggesting a road intersection. On the canton a green tree and, along each cross-arm, "US HWY. 80" (horiz.) and "US HWY. 1" (vert.) in small black sans serif capitals. On the upper fly panel "City of" above "Swainsboro" in large bold black serifed capitals, and on bottom fly panel "“Where Main Streets Meet”" in smaller bold black serifed letters.

It seems that the flag was manufactured with two identical (not mirrored) faces, with the cross always offset to the viewer's left hand, regardless of the pole position. My guess is this is to allow the city name to read left-to-right regardless of which side was being viewed.
