Here is my attempt to translate the text from Ukrainian:
"The description of the coat of arms and the flag of Dolinshchina were establish together with graphical appearances like these: Coat of arms of Dolins’kiy county is blue shield in round shape with golden horseshoe on it, which has in the middle golden wheat. Above the shield is golden sun with rays and with leafs and grapes. On the sides there are wreath of oak leafs with blue ribbon. Below the shield is the motto on blue ribbon with golden letters which says “With Faith Hope Love”.
The flag is blue, in rectangular shape with ratio of the sides 2:3. In the canton is golden horseshoe with golden maize in the middle.
The sun is the symbol of positive energy, life force and greatness, symbol of knowledge and intelect. Oak is symbol for ?, power and glory. It also symbolizes local dendropark “Veseli Bokoven’ki” (Davidovs’kiy Park)."
