Presentation of Velenje

Velenje (34,186 inhabitants) had community status before the 1990s. Until 1991 the town and municipality were named Titovo Velenje (after Josip Broz Tito, the Yugoslav President in 1945-1980).

Municipal flag of Velenje

The flag and arms of Velenje are prescribed by Decision Odlok o grbu in zastavi občine Velenje, adopted in 1992 and published in the official Slovene gazette Uradni list Republike Slovenije, 8/1992.
The symbols were adopted in 1992 following a public contest. They replaced the symbols adopted in the Socialist period.
When the municipality was rised to the civic municipality status in 1995, a new Decision was published, basically the same, differing only in minor administrative points. The Decision includes the "integral graphical design of the municipality" (Celostna grafična podoba MoV, Mestna občina Velenje), that is a document explaining the use of the symbols in details. It is available, together with vectorial drawings and pdfs, on the municipal website.

The flag is pale yellow with a pale green stripe in base and with the municipal coat of arms offset to the hoist.
The colours are given as:
- Pale yellow for the flag: HKS 3K 60%
- Pale green for the flag: HKS 54K 60%
- Pale blue for skyscraper: HKS 48K 10%
- Green for the coat of arms: HKS 54K
- Yellow for the coat of arms: HKS 3K

The coat of arms of Velenje is "Or in base civic walls with roofed towers vert in base from which is issuant a skyscraper argent".
The symbolic should be read as refering to tradition (embattled walls) and modernity (skyskcaper). The skyscraper is actually coloured very pale blue.

According to Zalokar [zal90], the flag of the town, then called Titovo Velenje, was red with the former coat of arms in the middle.
The coat of arms of Titovo Velenje pictures symbolically hands of the miners and factory workers on a red field, a blue inverted chevron embowed standing for the city's initial V, and the Yugoslav red five-pointed star fimbriated golden in a white field, together forming the Slovenian tricolour.
