About the flag
Nickname
Dmitry Ivanov, author of this flag, told me a funny story about
the adoption of Kurgan Oblast flag. During the discussion of flag
project in Oblast Duma (parliament), the vice-speaker Viktor Tataurov
strongly objected against it: «These are not the kurgans
(barrows) on the flag! This is a woman, swimming on her back!»
Regional newspapers repeated these words. So, the flag of Kurgan
Oblast received the original unofficial nickname:
«woman, swimming on her back».

Council 25 November 1997)
Chapter II
The
coat of arms of Kurgan Region
Article 2.
The coat of arms of Kurgan Region is a green heraldic shield bearing two
stylized kurgans (mounds), of which the left is smaller and emerges
from behind the right. … In heraldry, the right side is at the observer’s
left, and the left at his right. …
Chapter III
The flag of Kurgan Region
Article 10.
10.1. The flag of Kurgan Region is a rectangular bunting, the breadth
to the length related to each other as 1:2, divided horizontally into three
equal fields of white, emerald (green) and white. In the central part of
the emerald (green) field is the “kurgan” emblem from the coat of arms of
Kurgan Region: two silver kurgans (mounds), one behind the other, the
silhouettes of the kurgans separated by an emerald contour. The reverse of
the flag is a mirror image of its obverse.
