The flag and arms of Savski Venac are prescribed by Decision Odluka o organizaciji i radu organa gradske opštine Savski Venac, adopted on 29 July 2004.
The flag is described in Article 6 as follows:

The municipal flag of the municipality of Savski Venac shall be square-shaped, coloured red, in base a golden field, above it a white fess wavy shifted to base, above the fess a green mount of tree coupeaux, and in upper canton, next to the hoist, a golden oak wreath joined by the Serbian tricolour flag.
Surprisingly, the Decision mentions a "golden base" wich does not appear on the municipal banner of arms.

The flag and arms were designed by the Serbian Heraldry Society.
The coat of arms is shown on the International Civic Heraldry website and described by Dragomir Acović as follows:

Savski Venac means "The Wreath of the Sava". The wavy bar symbolizes river Sava while the three hills represent the Dedinje, the Topčider and the Košutnjak hills. The double-headed eagle and crown recall that this territory was the traditional residence of the Head of State (both the Royal Palace and the White Palace are located there), while the wreath alludes to town's name.
The banners are those of Beograd and of Savski Venac.
