Koszalin county flag

Koszalin County (Polish: powiat koszalinski), Zachodno-Pomorskie vojvodship, consists of the communes (gminy) Będzino, Biesiekierz, Bobolice, Manowo, Mielno, Polanów, Sianów, Świeszyno.
The county seat is the town of Koszalin and the powiat includes the area around it, but not the city itself which forms its own separate urban powiat.

Coat of arms and flag of Koszalin County adopted during the first term of the County Parliament (1999-2002). Unfortunately, I have no knowledge of the law about the adoption of new symbols.

I can confirm the real use, because I have seen some pictures of the meeting of County Council. Behind the meeting presidium was this county flag.
