Searching for places where I was vacationing during my younger era I
found the pretty good looking flag of Iława (Deutsch-Eylau) in Warmia-Mazury
Voivodship. I am taking the liberty to send to you the flag and arms of
this town together with the link to the Dutch
town with which it is twinned.

The flag bears an uncanny likeness to the one of Sint Annaland, a former
municipality on the island of Tholen in Zeeland,
the Netherlands, see the Shipmate
site and this
site. The commune symbols are available at the Ilawa
commune site. The interesting thing is that according to the link Chris
provided Iława is twinned with the municipality of Tholen
since 28 February 1994, while the Iława symbols were adopted 24 April 1997.
I suppose that they borrowed the wavy lines from the Zeeland
flag.

The Iława flag also bears some resemblance to that of Kampen
(Sylt Island, Schleswig-Holstein, Germany).
