Here the text:
" Law # XXXIV/240/2002 - Lebork County Council
Flag and Arms adopted on March 15, 2002
COAT OF ARMS
Arms: Three-parted shield (in the shape of upside down letter 'T')
First field - silver (white) with red griffin facing left.
Second field - gold (yellow) with the black griffin facing right.
Third field - blue with the gold lion holding silver tower.
The Arms relate to the tradition and history of those lands. Red Griffin
comes from the historical arms of Pomerania originated as CoA of the Pomeranian
Princes in XIII th Cent. It is shown on the seals of several Polish Kings
( eg. Alexander Jagiellon 1501) Black Griffin is a symbol of the Kashubes,
dating from early XX th Cent. To distinguish it from the Pomeranian Griffin,
the color of the beast was changed to black, often adorned with the gold
crown). In this rendition it first appeared on the cover of the publication
"Gryf" -- organ of Young Kashubian Movement - led by A. Majkowski - in
1908.
This combination of two griffins symbolizes the border character of
the Land of Lebork which was the subject to many political games and rivalry
between Polish and German cultural influences. The Red Griffin represents
Germanized and Protestant princely families of Pomerania and the Black
Griffin stands for Polish character of the Kashubians. The golden lion
holding the tower represents the capital city of the region.
Arms of Lebork featuring the Lion (guardian of the castle) is known
from XIVth Cent. and appeared in various forms on the city seals. The blue
color dominates in the arms of local nobility and also reminds of the link
to Bytow and the location of the county near water - sea and river Leba.
FLAG:
On the rectangle, two equal horizontal bands - blue and yellow; the
arms are placed centrally on it. Ratio 5:8
