in center a red 4-tailed noose holding a yellow shell; proportions = 5:8.

Arms; azure in chief a shell or hanging from a 4-tailed noose gules
with dexter an arrow arent and sinister a crown or; a base argent with

I am pretty sure this is a much more innocuous object on the flag -
a Cypripedium orchid flower (commonly known as Lady's Slipper)!
