I have made an improved version of the flag of Ostroleka made using the CoA available at this website. The flag on this page doesn't bear the name of city which is better vexillologically speaking, so I haven't put the name on my version.

Ostrołęka is on the Narew river, 100 km NNE of Warsaw with (1981) 39,621 inhabitants. Several battles were fought here. It is in Ostrołęka county.  The city of Ostrołęka is a separate county, and doesn't belong to Ostrołęka county.

The arms are known since 1781 and show the Polish eagle, with on its breast a shield with the letters HAEC AVIS PROTEGE (this bird will protect), and in the lower half a bear, the original symbol of the city.
