There is a proposal for 8 autonomous states in the new federal republic, but
there is another proposal for 15 states with names based not on ethnicity, but
rather on geographical terms. The proposals are still open to discussion and in
the meantime several autonomous councils had been formed claiming the status of
an autonomous republics for various ethnic groups in Nepal.

One of the proposed states is the Tamangsaling Autonomous State Council sponsored by the Federal Democratic National Forum and envisioned as a state for Tamang ethnic group. Tamangs, of Tibeto-Burman origin, constitute 5.6% of the Nepali population and number 1,280,000, slightly more than Newars. They live on the Tibetan border, are the Tibetan Buddhists and many were recruited to the Indian and British Gurkha regiments and served as a mountain guides in the Himalayas.
The flag of the Tamangsaling Autonomous State Council comes from the
Manifesto of the sponsoring party, but there is also another flag, documented by
the photographs, where instead the red star with the white circle in the middle
is a full red star surrounded by the circle of thirteen, smaller red stars.
