The municipality of Salangen (in the county of Troms, up north) has a white seal on blue (adopted by Royal resolution of 2 December 1985, designer: Arvid Sveen). I am not sure of the exact proportions (if set at all), so for the flag image I have used 8:11 (Norwegian national flag). The definition of the flag does not specify the species, but that would not make much difference anyway since the drawing is so stylised. The most common seal in Norwegian waters (excluding Spitzbergen) is the harbour seal, also known as the fjord seal in Norwegian. The name Salangen means 'fjord of seals'.
