Some time ago Antonio Martins produced a splendid gif based on a description I found on the web. The attached flag differs in a small detail from Antonio's gif: the COA is towards the fly. This is the old municipality flag and has been adopted as the new municipal flag.
Emmen consists of the old municipalities of Emmen and Schoonebeek.

Schoonebeek [former municipality]

former municipality of Schoonebeek Shipmate Flagchart : http://www.flagchart.net

Schoonebeek is now part of the municipality of Emmen (Drenthe, the Netherlands); it was important because oil was found there.
The flag was adopted 24 September 1954 by the municipal council. It was derived from the municipal CoA. The eagle was derived from the shield of the lordship Coevorden, to which this municipality formerly belonged. The blue stripe refers to the 'Schoonebeker Diep' (the canal splitting the municipality in two). Source: Sierksma's Vlaggenboek (1962) & Gemeentewapens (1968).
