The blue stands for water of the Biwako lake and green for its land.

The emblem consists of a large blue oval, portraying the abundant water of
Lake Biwa (Biwako) above a smaller green oval depicting the green land
south of the lake. Where the ovals are nearest each other, they protude to
nearly touch each other. The emblem symoblises the abundant water and
greenery surrounding the city and a city atmosphere overflowing with
spontaneous kind smiles.
