Nanao city adopted its emblem and flag on 1 October 2004 by Notice No 28 (link in Japanese).

Flag proportion: 2:3

The emblem is a stylized N of Nanao which represents wave of Nanao Bay and steam from Nanao hot springs

The emblem is made up of a dark blue C-shape, ending in a wave crest and inside that, a lighter blue figure consisting of a circle and another stroke. The notice says that it uses a stylised initial N (I don't see it!), representing the beautiful waves on Nanao bay bringing many blessings, and steam from the hot springs. It also displays the citizens in lively motion and pointing towards the future and the world. The colours are given as DIC version 2 C-268 (peacock indigo "concheran") and DIC version 2 -2176.
