The shape of noble phoenix in blue represents the city Nagaoka which is striving to further develop as a regional core city with its own characters.
The ceremonial flag has gold fringe and gold kanji letters of Nagaoka city
長岡市.

As Nozomi says, the shape of the indomitable phoenix represents the city developing without limit as a regional centre with charm/character. To me, it also looks like a stylised kanji naga 長 (long, head/chief).
The ceremonial flag is 90cm x 120cm. The emblem's colour is light blue. The
simplified flag can be two sizes: 90x120cm or 180x240cm.
