Sawara city in Chiba Prefecture adopted its emblem on 15 October 1951.
A stylized katakana Sa サ.
no flag legislation but they use following flag as practice: flag proportion: 2:3; colour of field: dark dull blue; colour of emblem: white; diameter of emblem:3/5 flag height

After the formation of the municipality, Sawara City made a public appeal
for the design of an appropriate emblem. From the 769 entries received,
the work of a Mr Utsuki/Utsugi/Uzuki of Oume City was chosen. The emblem
consists of a stylised katakana sa サ of Sawara in the shape of a
fish inside a circular shape. The sa communicates industry (sangyo) and
the circle the ripples and fishing locations of the Tone River. The water
and fish together express a flourishing future and the tourist city
Sawara.
