The site actually says that that the red emblem is situated on the white
field as in the national flag (of that time). The emblem was adopted 11 May
1912, and has the stylised kanji kawa 川 (river) inside a circle made up
of a stylised katakana ko &コ in the top half (katakana go ゴ has
ko as its basic character) and e エ in the bottom.
