The three lines inside represent freedom, equality and friendship outer circle for unity.

The design for the emblem replaces the previous one (Notice 18, June
1912). The three lines in the centre represent liberty, equality and
fraternity, the outer circle unity and the angle below the lines strong
will. Together, the show the kanji yama 山 (mountain) [in a circle].
The green field of the flag represents peace.
