From the city website:
The City Emblem, adopted in 1901, is derived from the Chinese character "ao" (青),meaning blue or green. The lower part of this character is said to represent the moon and the upper part the Big Dipper. The circle in the City Emblem, therefore, stands for the moon while the seven-pointed star is the North Star, part of the Big Dipper. This further represents Aomori's position at the northernmost extremity of the Japanese mainland.
