The Human Rights Campaign (HRC) flag or logo can be seen at http://www.hrc.org/
The flag is more often seen as a sticker. The two lines are an "=" sign, suggesting equality of the races. I believe it goes back to CORE, the Congress of Racial Equality, back in the 60s. The ones I have seen, yellow lines on a blue field, have all been horizontal, in accordance with the meaning of the "equal" sign.

This photo of a gay pride march in Dallas, and quite a few others in the
slideshow, shows a very large version of the logo as a flag to be carried
horizontally (it has handles attached to the sides)... while
further on in the same slideshow, is an actual HRC flag, attached to a pole,
being waved by a marcher:
