Was this in use? Is it used today in Italy? Seven stars are
already mentioned here as Theodor Herzl's
Proposal 1896. The word in the middle is Zion spelled out
fully.

I looked around for such an event and I couldn't find any
trace that such Congress was held. However, following the hints
of the date and area , I found out that on that date there was a
Jewish Youth Congress that was held in Livorno. Early
that year, also the Italian Zionist Federation was founded, also
in Livorno. Therefore, the flag could be attributed to one of
those events.
