I suspect that what's yellow in the original picture was supposed to be white, appearing yellow due to the paper aging only. So, my approach would be the drawing of a traditional blue over white flag and placing the other elements in gold and black.

No. 57 is supposed to be by Joachim Shniblag and no. 58 by Benyamin Bergi. Is it so? They are so similar!

That is the information in the website. No. 59 also looks to belong to the same series but has yet another designer. I guess that someone took the [written] proposals and made them real [drawings] by using the same tools.

You may notice that the same materials were used as in previous proposals, but in quite another flag style. It makes me think that someone took written proposals and made real samples from them.
