Overview

The community of Novigrad (named often Noigrad Zadarski or Novigrad Dalmatinski to differenciate fro the other two places in Croatian with the same name: Novigrad Istarski (Cittanova) and Novigrad Podravski) is situated about 30 km east of Zadar in a deep bay called Novigradsko more (Novigrad sea). The city tracks its history back to Roman times. The stone carved coats of arms are preserved, but the colours were (apparently) first introduced in the book "Grbovi Jugoslavije" (Laszowski, 1934), since when these colours are said to be traditional. The Coat of Arms is in use in Novigrad, but it is not known if the decision of its adoption for the Coat of Arms of the community was adopted and weather its use was approved by the Ministry. The flag is not reported (yet!).

Tomislav Šipek located a photo from Novigrad clearly (even if very tiny) showing the flag at <www.novigrad-dalmacija.hr>. The flag is light blue with the Coat of Arms in the middle This would mean that in the mean time the Coat of Arms and the flag were approved by the central authorities (Central State Office for Administration).

In the mean time I received some aditional info from there, namely from the director of the Tourist Office of Novigrad, Plamenko Anzulovic. He states (my translation): "The community fo Novigrad never passed any decesion on the flag and the Coat of Arms even though it uses them. In the year 1811 by the decree of the Governor-General of the Illyrian Provinces, Bertrand in Ljubljana, the community of Novigrad was established. It begun funcionin on 1st January 1812 comprising also the nearby villages of Starigrad, Seline, Jasenice, Kruševo, Karin Gornji, Karin Donji, Popovici, Biljane Gornje, Biljane Donje, Smiljcic, Kašic, Islam Latinski, Islam Grcki, Paljuv, Podgradina, Posedarje (since 1813), Slivnica, Vinjerac, Pridraga."
Anyway, this would mean that my assuption that the central authorities approved the design was wrong. However, when the community finaly asks for approval, I see no reason that they would be refused.
