Biograd na moru (meanig Biograd on the sea/by the sea) is a
city in Zadar County some 20 km south of Zadar.
The attribute "on the sea" is to differenciate from
Beograd, capital of Serbia (linguistically the two are the same
names, of course), but also from much smaller Biograd near
Nevesinje in B&H (eastern Herzegovina).

The first, old Venetian coat of arms of Biograd is recorded from
1574. The new coat of arms was designed by one Simicic from Zadar
after an idea of imo Ljubic (1822-1896), a known historian.
This coat of arms is still in use. It is quartered, first and
fourth on a chequy gules and azure, an Old Croatian crown or, and
second and third, azure on a base vert a tower or with gates
sable.
Originally, the shield was crowned as a symbol of royal and
coronation city and was inscribed "Insigni civitatis Albae
maris Biograd" ("Arms of White City at Sea
Biograd"). During the socialism the crown was replaced with
a red five-pointed star, that was removed in early 1990's.
The flag is not mentioned, nor have I noticed any city flag in
use in Biograd in several last years I visited it (but there was
the county flag hoisted on the county administration building
there).
The road signs and some other places where the Coat of Armsis
displayed, display it on a multistriped light-blue and white
stripes. It may be that this is the wanted patter for the flag,
but of course, the Ministry prescribes the monocoloured one - so
possibly the final decision was not yet reached.

Just a few days ago Tomislav ipek reported the flag he
saw in Biograd this summer - light blue with coat of arms in the
middle bordered golden-yellow. As I reported there was no city
flag hoisted in Biograd previous years. I'd guess that they
finally got the approval from the Ministry of Justice and
Adminstration.
