Overview

The city of Varaždinske Toplice, some 12 km SE of Varaždin, has history reaching the Ancient Roman period, when it was known as Aquae Isae and were known for its termal sumporic spas. It is not surprising that the health tourism is today the most important economy in the pitoresque little city. Since the administrative reorganization in 1992 until rehawl in 1997 Varaždinske Toplice was a community. Population: 7,200 (Zemljopisni atlas Republike Hrvatske", Školska knjiga, Zagreb 1993).
The symbols were determined with a decision mentioned in he new city statutes: Statut Grada Varaždinske Toplice, 25.09.2001, Službeni vjesnik Varaždinske županije, br. 17/2001. The decision is named: Odluka o grbu i zastavi Grada Varaždinske Toplice, but it gives no details when it was published and where (though I apresume it would be around 1997, in SVVŽ, too)
The coat of arms, as seen on the road signs and similar (by my observation and photos), is Azure a sea-lion or rampant langued and n armed gules holding in his dexter a castle argent roofed gules with a belfry. The flag is most certainly monocoloured with the coat of arms in the middle, but I have no yet confirmation on the field colour. (Possibly
white.)

In the mean time a new decision was made to superseed it, but as far as I am aware, it does not change anything in the descign of the coat of arms nor the flag. So the old and the new decisions are: Odluka o grbu i zastavi Grada Varaždinske Toplice, Službeni vjesnik Varaždinske županije, br. 19/1999. Odluka o grbu i zastavi Grada Varaždinske Toplice, 16.04.2003, Službeni vjesnik Varaždinske županije, br. 7/2003, 18.04.2003.
The flag is blue (dark blue as seen in flags hoisted on the cityhall) with the coat of arms in the middle (this using light blue in the shield) bordered with a yellow line.
Previously I have been showing the flag (on the FAME) without the yellow line, since it was not visible on the photos I had, but the border is clearly defined in the decision.

Marko Vitez located an other photo of ceremonial flag, that of the city of Varaždinske Toplice. The photo is shown on the web site of flag manufacturers "Valentino vez". The ceremonial flag is blue gonfalon ending triangularly with golden fringe, with the coat of arms in the middle, the name of the city in three arches above and a wreath of six maiz ears below it.

Coat of Arms and flag were designed by Heraldic Art d.o.o from Rijeka and approved by the Ministry of Administration/Central State Office for Administration before 2006.
