Overview

Cerna is a community in the Vukovar and Srijem County, about 30 km southwest of Vukovar, half way between Županja and Vinkovci. 4,700 inhabitants, 4,100 of them in the village of the same name.
The official gazette of the County include a decision on the flag of Cerna adopted on 22 December 2001: Odluka o zastavi Opcine Cerna i nacinu i uvjetima njezine uporabe i zaštite, 22.12.2001, Službeni vjesnik Vukovarsko-srijemske županije, br. 3/2002, 20. ožujka 2002, str. 22. The flag is light blue with the coat of arms in the middle. The height of the coat of arms is 2/3 of the width of the flag. Unfortunately, no info on the coat of arms as yet. The site <www.cernaonline.com> shows a coat of arms, but I much doubt that this would be the one we are talking about...

It seems that I was wrong. The legislator was, apparently, still talking about the previous unheraldic coat of arms as is still shown on that site (and on <www.cerna.hr>). Namely, on <cerna-online.com>, there is a report from the 18. session of the community government, where in fourth paragraph is stated so: "Also, a procedure for production of the official coat of arms of the community was initiated. The coat of arms used until now was not official, since it was never approved by the Central State Office for Administration. It was not approved since it was made against all the heraldic rules. Now, the wish is to get an official coat of arms and flag that may represent us."  
Therefore, the 2002 decision on the flag described it with the old coat of arms, when they were apparently not yet aware that the coat of arms used is illegal. The former coat of arms is in a blue shield with yellow base forming two cotized triangles, from it is raising a maroon cross with two cross-bars "interlaced" with the Croatian chequy shield infront of a yellow square lozenge bordered yellow, which border forms two wattled squares in the base. The shield is topped with a white ribbon inscribed red CERNA.
The flag is blue with the coat of arms in the centre, being 2/3 of the flag width high.
