Overview

Vrbovsko is a city of some 8000 inhabitants some 80 km east of Rijeka, on the road Zagreb-Rijeka in a valley of Dobra river in the mountainious region of Gorski Kotar. It was granted civic status and the coat of arms at the same time in 1785 by Emperor Joseph II. The grant of arms includes the rich painting of the CoA within a circular annulet and baroque landscape sceene, but the main part of the CoA stays the same as today: per fess or an eagle displayed sable beaked, lagued and membered gules and azure a bridge between two clifs argent
The modernized CoA was adopted in mid 1990's. Flag must have been adopted at the same time, too, but I have no info at this moment. In the administrative refore of 1992/93 Vrbovsko was made a community, but in 1997 was upgraded to city status

I received mail from Robert Grubisa from Rijeka informing me on the flag. Here is translation sumarized:
The flag is dark green with the coat of arms in the middle. Information based on an article in Novi List newspapers.

Five decision regrading symbols were issued in the official gazette:
- Odluka o raspisivanju natjecaja za izradu idejnog rješenja grba i zastave Grada Vrbovskog, 12.12.1997, Službene novine Primorsko-goranske županije, br. 29/97, 29.12.1997.
- Rješenje o imenovanju Komisije za odabir najboljeg idejnog rješenja grba i zastave Grada Vrbovskog, 12.12.1997, Službene novine Primorsko-goranske županije, br. 29/97, 29.12.1997.
- Odluka o grbu i zastavi Grada Vrbovskog, 13.07.1998, Službene novine Primorsko-goranske županije, br. 16/98, 04.08.1998.
- Odluka o izmjeni Odluke o grbu i zastavi Grada Vrbovskog, 30.11.1998, Službene novine Primorsko-goranske županije, br. 25/98, 08.12.1998.
- Odluka o dozvoli uporabe grba Grada Vrbovskog, 16.07.1999, Službene novine Primorsko-goranske županije, br. 18/99, 06.08.1999.
The first one is decision to publish a concourse for the design of the Coat of Arms and flag.
The second document is decree on members of the comission to do the concouse.
The third decision adopts the coa and the flag and the ceremonial flag.
The amendments of 30.11.1998 only change the wording of the blazon, but not its contents.
The 1999 decision grants permition for use of the Coat of Arms for the local brass orchestra and mojorette group. Possibly they use it on flags too.
The ceremonial flag is a green gonfalon ending triangularly, bordered golden with fringe along bottom edge. In the middle is the coat of arms, above in two rows name of the city and below crossed branches of oak and fir. My drawing is based on the description in he 1998 decision.
The drawing of the flag in Heraldic Art d.o.o. propaganda fliers show the Coat of Arms on the flag clearly to be bordered golden.
The design of the modern symbols was made by Heraldic Art d.o.o. from Rijeka, based on the original 1785 pattern of the Coat of Arms granted by Emperor Jospeh II.
