Vinodolska (the Community of Vinodol) is the only community in
Croatia that has name in adjective form, for the historical
reasons. Therefore the name in Croatian is formally "Opc'ina
Vinodolska". The seat of administration is the place named
Bribir. This is the home town of the very important family of
Frankopans (bearing title Bribirski). The community has problems
adopting symbols since so many other communities and cities that
have historical connection to Frankapans already show some of
their symbols it is not easy to find a suitable one. Anyway, the
Local Community Bribir (Mjesna zajednica, subdivision of the
communit) adopted a Coat of
Arms that may be seen on <www.vinodol.org>
and the bicollour green over blue flag with that Coat of Arms
at <www.bribir.net>.
The Community adopted a decision on the Coat of Arms and the flag
but I do not have it. According to the official from the
community who answered my inquieries, the Ministry of
Administration rejected the adopted design, so the proces of
adoption is still going on. I hope to get some more info from him
soon. In the official gazette was issued an other decision
afterwards dealing with the procedures and requirements for the
grant of use of the symbols: Odluka o mjerilima i postupku za
odobrenje uporabe grba i zastave Opcine Vinodolske, 12.04.2003,
Slubene novine Primorsko-goranske upanije, br. 17/03,
26.06.2003.

The Community of Vinodol (Vinodolska opcina) is in the process
of adopting symbols, since their previously adopted symbols were
rejected by the Ministry of Administration and are not used any
more.
A former member of the community assembly Josip Kalafatic, sent
me a scan of a community table flag as well as the info about the
coat of arms and the flag.
The coat of arms of the Community of Vinodol, designed by G.
Blaevic, Novi Vinodolski, is in the shape traditional for
the coat of arms of Bribir, adapting the contents: Azure a valley
with steep mountains vert beneath it a barulet wavy also azure
and in the base a buch of grapes or slipped and with two leaves
vert and in the chief a mullet or.
The flag is green with the coat of arms in the middle.
The table flag is vertical triangularly ending bordered golden
with the coat of arms in the middle and above the arched
inscription of the name of the community "Opcina
Vinodolska" and below the name of the seat of administration
"Sjedite Bribir".
The mullet is reference to the medieval rulers Frankapans, dukes
of Krk and of Bribir, while the valey and the grapes are canting
the name of the community ("wine-valey").
The design was rejected by the Ministry of Administration and is
not used any more. While at it, the local community (Mjesna
zajednica, a subdivision of the community) of Bribir uses the
traditional coat of arms, as shown on <www.vinodol.org>
and a flag, bicolour green over blue with the coat of arms in the
middle, as shown on the photo as <www.bribir.net>. There
is a decision of 2003 from the official gazette. Somehow it is
odd that the community would reach a decision on how to grant the
right to use the coat of arms and the flag to commercials
subjects, while they still don't have any decision on the flag
and the coat of arms itself, but so it is, apparently.

The symbols adopted were rejected by the Ministry, so they are
not in use any more. However, the 2006 statutes include new
provisions (though I don't think it changes anything): Statut
Opcine Vinodolske, 15.03.2006, Slubene novine Primorsko
goranske-upanije, br. 19/06, 12.05.2006.
The coat of arms is only mentioned as existing, to be determined
with a separate decision. However, the flag is described in
detils - a "petroleum green" flag in ratio 1:2 with the
coat of arms in the middle. Of course, the coat of arms needs to
be defined yet...
