Overview

Punat is a community south of the city of Krk on the island of the same name. It has about 1,800 inhabitants. Punat is built around a big natural bay with a tiny entrance thus providing for an excelently guarded port. On an ilet in the middle of the bay there is a monastery that maintained the Croatian scolarship in long years since it establishent in 9th century.
The coat of arms adopted around 1995 is probably based on a historical seal or coat of arms. Anyway, it is: Azure Archangel Michael, armoured or, clead white and caped gules holding in his dexter an erect sword proper and in his sinister scales also or, standing on two peninsulas vert issuant from flanks and between those a sailboat argent. The coat of arms thus pictures the entrance to the Punat bay protected by St. Michael. The flag is unknow to me yet, but surely there exist one.

In all the official gazettes issued until now (early August 2003) Punat did not publish any symbol realted document in them. It seems odd, since Punat does have a historical coat of arms, and I got reports that the historical coat of arms is used, in modernized artistic form just as I have posted recently (no photos, though, but I have little doubt in the reprorts).
Possibly there is some problem with a flag - I have no report on the flag usage - maybe Punat wanted multycoloured flag while Ministry insists on monocoloured (pure speculation though).

The Statutes of 2006 available on web site of the official gazette of the County describe the coat of arms and the flag: Statut Opcine Punat, 16.01.2006, Službene novine Primorsko-goranske županije, br. 2/2006, 17.01.2006.
The flag is blue with the coat of arms bordered golden in the middle.  
Probably the same description was already present in the previous, 2001 Statutes, but I have no text of it (it was published in the gezette nr. 24/01, amended in 28/01 and 8/05).

Tomislav Šipek reported to me that he spoted the ceremonial flag of Punat on a TV show from there a few days ago. As he reported the ceremonial flag is white (which is odd for a community using a blue flag otherwise, but not unheard of - we had a few such examples already) and it is in shape with three tails, ending triangualry of which the middle one is longer, having golden fring all along the bottom, similar to the shape of the ceremonial flag of Lobor. However, Tomislav was unable to figure out the ornaments in the tails.
I had tryed to find any image of the ceremonial flag, and eventually I managed to find one a t<www.novilist.hr>. Not a good one, but here it is, confirming Tomislav's claims partially - it is white, bufortunately, the talis are not visible and the ornament is again rather vaguely seen.
On the other hand, the photo at the link above showes us an other curious detail. The shade of blue used for the "normal" flag of Punat is much lighter then the shade I have drawn following the Oštric's "Monumenta Heraldica" book.

The official gazette of the County (SNPGŽ) is available on <www.sn.pgz.hr> and now includes also PDF scans of the earliest years of issue added recently. I analized these old gazettes from original paper issues some years ago and got everything flag related I found there, but I obviously missed some decisions pubished, like in the case of Punat.
The first flag related decision in the SNPGŽ is in Rješenje o osinvanju i imenovanju clanova Komisije za davanje prijedloga izgleda grba i zastave Opcine Punat, 6. lipnja 1994, SN PGŽ, br. 18/94, 23.06.1994, being the decision on a comission to provide a proposal for the coat of arms and the flag. The chairam of the comission was the cummonity mayor and there were three other members, I suspect members of the community council.
The second decision I located is: Odluka o izmjeni i dopuni Odluke o grbu i zastavi Opcine Punat, 28. ožujka 1996, SN PGŽ, br. 9/96, 17.04.1994. This is amendment of a previous decision on the coat of arms and the flag - unfortunately, it seems that the decision which is ammended by this one was just not published in the gazette! We may only speculate that this provided for the coat of arms and the flag in the form they are used currently. The amendmens made by this decision are just two. First, the word "historical" is added to the description of teh coat of arms, probably to attest the fact that Punat adopted its historical coat of arms. Second, the determination "the flag is bordered with a red border line" was deleted from the description.
If it is true that this resulted in the current flag, the one adopted in 1994 included a red border, which was obviously removed for the requirements of the state comission of the Ministry of Administration.
I wrote on 16 August 2006 about statutes and description of the symbols saying: "Probably the same description was already present in the previous, 2001 Statutes, but I have no text of it (it was published in the gezette nr. 24/01, amended in 28/01 and 8/05)."
Now the 2001 Statutes is available on-line: Statut Opcine Punat, 3. listopada 2001, SN PGŽ, br. 24/01, 10.10.2001.   However, this Statutes does not include descriptions, only provision that the community has coat of arms, flag and anthem, to be defined with a further decision. Similarly previous Statutes of the community of Punat also include only provision on having coat of arms and the flag - which probably indicates nothing in particular - this being more or less standard part of any local statutes in Croatia.
I redraw the coat of arms and the flag according to the photo of the real flag we had seen a few days ago.
