Novi Vinodolski is a city of about 5000 inhabitants on the
coats facing the island of Krk. In 13th century it is ruled by
the County of Krk - Frankopans, one of the most prominent
Croatian noble family. The caslte built there by Frankopans is
shown in the CoA, just as the six-pointed star is inspired by the
Frankopan family coat of arms (per fess gules and or in the first
a mullet of the second). The coat of arms is: Azure a tower
argent embatteled massoned and with windows sable issuant from a
mullet or. The flag is blue with the coat of arms in the middle.

I received mail from Robert Grubisa from Rijeka informing me
on the flag. Here is translation sumarized:
Novi Vinodolski - The flag is light blue (same as the shade in
the coat of arms) with the coat of arms in the middle.
Information based on the flag seen on the city administration
building in Novi Vinodolski.

The decision is: Odluka o grbu i zastavi Grada Novog
Vinodolskog, 18.06.1998, Slubene novine Primorsko-goranske
upanije, br. 14/98, 10.07.1998.
The flag is described to be "azure blue" (whatever this
exactly means - based on the observation, the blue used is the
same as the light blue used by some other flags). A ceremonial
flag is not mentioned (nor reported), just as there is no
description of the border around the coat of arms (and the flags
used do not have one).

Robert grubia sent me photos of the flags hoisted on the
firefighters building in Novi Vinodolski, where the yellow border
around the coat of arms is clearly visible.
