Overview

The community of Mošcenicka Draga is some 25 km south-west of Rijeka, south of Lovran and Opatija along the eastern coast of Istria. The name is a name of a bay (and place named for it) below the old town of Moscenice (Mošcenice) some hundreds of meters high above the coastline. The coat of arms is azure two oars or in saltire and an anchor argent.

According to the official gazette: Odluka o grbu i zastavi Opcine Mošcenicka Draga, 1. travnja 1997, Službene Novine Primorsko-goranske županije, br. 7/97, 11. travnja 1997, The flag is blue with the coat of arms in the middle.
There is also a ceremonial flag, of which I have no image, but descrption from the decision: The ceremonial flag is dark-blue with the coat of arms set in the middle. Above are in three arches inscribed name "OPCINA MOŠCENICKA DRAGA", the first word being written in somewhat smaller letters. In the three (rectangular?) tails there are three branches of the characteristic vegetation, in the right an olive branch with olives, in the left a laurel branch with its fruits and in the central a garden-sage branch (Croatian: kadulja) with its flowers, all golden-yellow.

Two decisions regarding symbols were published in the gazette, the one adopting the symbols in 1997 and the other granting permition for the use of the coat of arms by the local firefighters (and even if that is not explicitly mentioned, they may well use the coat of arms in their flag, too):
- Odluka o grbu i zastavi Opcine Mošcenicka Draga, 1. travnja 1997, Službene novine Primorsko-goranske županije, br. 7/97, 11. travnja 1997.
- Odluka o odobrenju korištenja opcinskog grba u pecatu (DVD "Sisol"), 17.11.1999, Službene novine Primorsko-goranske županije, br. 25/99, 26. studenoga 1999.
The flag is explicitly described as dark blue with the coat of arms in the middle. The border around the coat of arms is not mentioned explicity, so I don't show it, even if I believe that the real flags would be produced with a border (probably golden). However, until further proof, I prefer to leave it borderless.
