Ccommunity from Krapina-Zagorje County - Gornja Stubica. The
coat of arms and the flag is adopted some time around 1999
presumably, since it they are already described in 2002 Statutes:

The coat of arms is silver on a green hill inflamed red a golden
crown - bull's muzzle. The flag is light blue with the coat of
arms bordered yellow in the middle. Ratio 1:2.
Ceremonial flag is shown on the web-site. It's vertically hoisted
blue banner with the coat of arms in the middle, above it in
three arcs the name of the community and below two linden
branches, all bordered golden.
The simple crown inflamed symbolize the leader of the peasant's
uprising of 1573, Matija Gubec. The uprising was the largest in
this part of Europe and included serfs from Northern Croatia and
Slovenia. Its center was in Gornja Stubica near by an impresive,
still standing linden tree. A simple iron crown as that in the
coat of arms heated to shining was used in torture when Gubec was
put to death after his capturing. The linden branch in the
ceremonial flag are similar to those used in the ceremonial flag
of the County (as well as in some other ceremonial flags in the
region) and also reffer to the great linden tree in Gornja
Stubica.

Gornja Stubica is a community in the Kapina-Zagorje County.
Population about 6, 000, the vilage of the same name just under
1,000. From some tourist propaganda leaflets I got from Tomislav
aipek the image of the Previous Coat of Arms
used before the adoption of the current pattern. The coat of arms
is divded with a bend argent, in chief azure St. George argent
and in base gules on a mount vert a linden tree proper. The
shield is topped with a mural crown with mantle azure and argent
in dexter and guleas and or in sinister and on a ribbon or below
there is the name of the community. The connection with the new
coat of arms may not be obvious, but both the new coat of arms
(the flaming muzzle) and the linden tree here refer to the same
peasant's uprising in 1573 lead by Matija Gubec, having the
headquarters beneath the linden tree near the Gornja Stubica
Church.The coat of arms was most certainly not approved by the
Ministry, and there is no flag reported to go with it. I believe
it was brought into usage in mid-1990's.

there are available official gazettes since 2001 from which
mostly this is compiled to update info we currently have.
Gornja Stubica - The 4/01 decision is more interewsting - it is a
decision on amendments of the Statutes that introduces (adopts)
the symbols: Statutarna odluka o izmjeni Statuta Opcine Gornja
Stubica, 17.04.2001, Slubeni glasnik Krapinsko-zagorske
upanije, br. 4/01, 18.04.2001.
The date of this decision is then also the day of adoption of the
symbols.

This adds to the knowlage on the legal part of the symbols of
the community of Gornja Stubica. Namely, the official gazette of
2006 inlcude the decision on the coat of arms and the flag
(adopted by the amendemnts of the statutes already in 2001):
Statutarna odluka o grbu i zastavi Opcine Gornja Stubica,
6. lipnja 2006, Slubeni glasnik Krapinsko-zagorske
upanije, br. 10/06, 23.06.2006 at <www.kr-zag-zupanija.hr>.
It does not bring up anything partcularly interesting. As in many
cases in Croatia, this decision does not mention the ceremonial
flag at all.
What is particularly intersting is that the decision abrogates a
previous decision on the coat of arms of 1994: Odluka o
ustanovljenju grba Opcine Gornja Stubica, Sl. gl. upanije
Krapinsko-zagorske, br. 8/94
The text of that decision is not available on the gazette web
site, but this may presumably be the decision that introduced the
previous coat of arms depciting St. George and the linden tree.
If we can judge from the title of the decision, it was not
prescribing any flag.
