According to Album 2000 [pay00]
- President of the Republic (5:8) - The national flag (with Coat
of Arms) defaced with five golden five-pointed stars in vertical
line in the hoistmost field. The image in Album makes the Coat of
Arms in the white stripe smaller then in the national flag.

I think so, according to the document that I received from
Guatemama Navy.

From Flagmaster 98, p. 1-3 (based on report of the Guatemala
Navy sent by Armand du Payrat) - No. 17: Ministers of the
Executive - white with the arms in the center; blue diagonals
across the lower hoist and upper fly. This seems to have much
bigger Coat of Arms then the national flag.
