The 1886 flag legislation which lasted until 1914 included a flag for the Gobernadores Generales de Ultramar or Overseas Governor-Generals which became obsolete after the Spanish-American War of 1898 in Cuba and the Phillipines.

US Department of the Navy 1899 shows the rank flag for a Spanish governor-general, which is a swallowtailed version of the war ensign with a shallow (90º) cut, showing two blue stars, one on top of the other, on the yellow stripe halfway between the arms and the hoist.
