Description

A purple flag with the university seal as high as 2/5 of the flag's height, placed 1/2 the flag's height from the hoist. (...) The motto is + reg. sancti ferdinandi universitatis canariarum stemma and the image represents King St. Ferdinand.

St. Ferdinand (c. 1201-1252) was King Ferdinand III of Castile (1217-1252) and Leon (1230-1252) and played an important role in the Reconquista.

Artículo 8.- 1. (...) el escudo de la Universidad de La Laguna es rodado, de plata, con filiera de gules. En abismo, el rey San Fernando, en majestad, sobre trono de oro con almohadón de azur, los pies sobre cojín de púrpura, coronado y calzado de oro con cetro de oro en la diestra, revestido de manto de gules fileteado de oro, en la siniestra un mundo de azur cruzado de oro. Alrededor del escudo, en sable, la inscripción iniciada con una cruz: +REG. SANCTI FERDINANDI VNIVERSITATIS CANARIARVM STEMMA.

2. La bandera de la Universidad de La Laguna es la suya tradicional, de púrpura, con su escudo en disposición semejante a la del escudo de la bandera española.

My translation:
Article 8.- 1. (...) The coat-of-arms of the University of La Laguna is disc-shaped, Argent with a [thin] bordure Gules. On the fess point, king St Ferdinand, in majesty, on a throne Or with a hassock Azure, his feet on a cushion Purpure, crowned and chaussé Or, holding a sceptre Or in his dexter hand, wearing a robe Gules trimmed Or, in his sinister hand an orb Azure banded Or. Along the bordure, the following inscription Sable, starting with a cross: +REG. SANCTI FERDINANDI VNIVERSITATIS CANARIARVM STEMMA. 2. The flag of the University of La Laguna is its traditional one, purpure [sic, not purple] with its coat-of-arms placed similarly to the coat-of-arms on the Spanish flag [i.e. with its axis one third from the hoist].
The statutes were adopted by Decree no. 230 of 22nd December 2000, published in the Boletín Oficial de Canarias no. 2000/170 of 29th December 2000. St Ferdinand is not historically related to the University — the current University was originally founded (1817) as Universidad Literaria de San Fernando.
