The Governor of Qina is also Governor of Luxor and both governorates have the same flag.

The Governor of Qina is also Governor of Luxor and both governorates have (had?) the same flag.

I'm not sure if the flag was changed or if this flag is wrong. Maybe it's the flag for Luxor only?

I have a video film of the Qena Governorate flag taken in situ in 2003. It has some variations but is similar to the this one on Fotw (with or without the figure, and minor differences in the monument). Luxor was separated administratively from Qena and adopted its flag own before 2003. It is a very complicated design.
